Going to COP31 in Antalya? Set up your mobile data before you fly.
About 100,000 people are expected in Antalya for the UN climate conference. Turkey has blocked many foreign eSIM sellers' websites, so what you do at home matters more than usual.

COP31 runs in Antalya from 9 to 20 November 2026, and Turkey has blocked access to dozens of foreign eSIM sellers' websites from inside the country. Buy and install your eSIM at home, before you fly, not at Antalya airport.
The COP31 Presidency expects about 100,000 participants at the Antalya EXPO Center. Most international arrivals land at Antalya Airport, 20 to 30 minutes from the venue, and move on by shuttle, taxi or ride-hailing app. To collect your badge you show your registration acknowledgement letter, printed or on your phone, and the UN's conference schedule and notifications run through its own mobile app. Mobile data is useful from the moment you land.
Turkey's telecoms regulator, BTK, blocked the websites of eight foreign eSIM sellers on 10 July 2025, the Freedom of Expression Association (İFÖD) reported. More decisions followed, and by October 2025 the count had reached 37. BTK has not published the decisions or explained them, so there is no official list you can check before you travel.
The block sits on reaching the sellers' sites from Turkish networks. It mainly hit Turkish residents buying data for trips abroad, but it works the same way for a visitor: try to buy or download an eSIM from a blocked seller after you land, and the site may not load. Setting everything up at home over Wi-Fi avoids the problem. We cannot promise that any seller's website, ours included, stays reachable on every Turkish network, so buy enough data for the whole stay rather than planning to top up in Antalya.
Buying three weeks early costs you nothing. Unless a plan says otherwise, a SimFuse plan's validity starts when it first connects to a network in the coverage area, not when you pay. If your trip falls through, an eSIM that has never connected and has used no data can be refunded in full within 30 days of purchase.
SimFuse plans are data only, so your home SIM stays in the phone for calls and texts, and your WhatsApp number stays the same. Keep that line switched on: a data-only plan is not for emergency calls, and Turkey's number for ambulance, fire and police is 112. A two-week conference is also far inside the 120 days a phone brought from abroad can be used in Turkey before its IMEI must be registered.
The COP31 Presidency expects about 100,000 participants in Antalya over the two weeks of the conference (COP31 Presidency, October 2026).
