Data use in Ukraine is up 110 times since it joined EU roaming. Turkey and Switzerland still cost extra.
Telefónica Deutschland's summer figures show what Roam Like at Home does to a destination. They also show where German travellers still pay roaming rates.
Telefónica Deutschland (o2) customers used more than 110 times as much mobile data in Ukraine in June and July 2026 as a year earlier, the operator said on 27 August. Ukraine joined EU roaming on 1 January.
Moldova shows the same jump, at about 60 times the previous year's data. Telefónica puts both down to Roam Like at Home, which has applied to Ukraine and Moldova since the start of the year. Your EU plan works there at domestic prices, the same rules as a trip to Spain, and both countries moved into the operator's top group of non-EU destinations.
The rules have edges. Romania's regulator ANCOM points out that the arrangement covers roaming between Ukraine or Moldova and the EU only. A Norwegian or Icelandic plan does not get it there, and neither does roaming between Ukraine and Moldova. Fair use still applies: past your provider's allowance, it may charge up to EUR 1.10 per GB (excluding VAT) in 2026.
The same figures show where travellers still pay extra. Turkey and Switzerland remain ahead of Ukraine and Moldova as non-EU roaming destinations for Telefónica's customers, and neither is on the Commission's Roam Like at Home list. In Europe, Spain, Italy and France had the highest data volumes, with double-digit growth.
What it means in practice: for Ukraine and Moldova, an EU home plan now does the job within its fair-use allowance, and a travel eSIM is optional. For Turkey and Switzerland, a home plan bills roaming rates on top. A SimFuse eSIM is paid once upfront, and your home SIM stays in the phone for calls and WhatsApp.
